United States ESTA (Visa Waiver Program): Entry Requirements at the Border

Holding a ESTA (Visa Waiver Program) is not the same as being admitted. This guide covers the documents, declarations, health rules and customs limits that border officers actually check when you arrive in United States — and the patterns that get otherwise valid travellers turned away.

At the port of entry

On arrival at any US port of entry, present passport and confirmed ESTA. CBP officers retain discretion to admit or refuse — the ESTA approval is a travel authorization, not a guarantee of admission. Biometric exit is now active at most major airports.

Customs and declarations

USD 10,000 cash declaration threshold on form FinCEN 105. Strict ban on most fresh produce, meat and dairy under USDA rules — declare all food on Form 6059B to avoid USD 300+ civil penalties.

Health and vaccinations

No general vaccination requirement; CDC may issue specific advisories during outbreaks.

Reasons travellers are refused entry

  • Travel to Iran, Iraq, Syria, Sudan, Libya, Somalia, Yemen or North Korea after 1 March 2011 — automatic ESTA revocation
  • Prior ESTA denial without subsequent B1/B2 visa
  • Stated trip purpose inconsistent with VWP rules (work, study, journalism)
