Overview

Oman opened a proper long-stay Investor Residency in 2021 (5 or 10 years) and is progressively liberalising Employment Visa rules through the Ministry of Labour's 'Sanad' and 'Tanfeedh' economic diversification programmes. There is no personal income tax and the Omani rial is pegged to the USD.

How the immigration system works

The Royal Oman Police (ROP) Directorate General of Passports and Residence controls visas; the Ministry of Labour handles labour clearances; the Ministry of Commerce, Industry and Investment Promotion runs the Investor Residency programme in coordination with the ROP.

Best for

  • Skilled professionals with an Omani employer (Employment Visa)
  • Investors of OMR 250,000+ (Investor Residency Programme)
  • Retirees on the Retirement Residence pilot
  • Family members of resident visa holders
  • GCC and short-stay business visitors (eVisa)

Important

Rules change frequently. Always confirm current requirements on the official portal before applying.

FAQ

Frequently asked questions

How is the Investor Residency different from Real Estate Residency in the UAE?

Oman's threshold is investment-based (OMR 250k or OMR 500k), and the residency is tied to holding the qualifying investment. UAE's Golden Visa property track has a AED 2M threshold and is tied to property retention. Oman's option covers bonds and Omani companies, not just real estate.

Do I need Arabic to work in Oman?

For most private-sector roles no, but Arabic is helpful in customer-facing government roles, healthcare and law. Public-sector employment is largely restricted to Omanis under Omanisation quotas.

Can foreigners own property in Oman?

Yes, in designated Integrated Tourism Complexes (ITCs) such as Muscat Hills, The Wave (Al Mouj), Jebel Sifah and Salalah Beach. Ownership includes freehold title and grants access to the Investor Residency programme.

How safe is Oman for expats?

Oman is consistently ranked among the safest countries in the region and globally in the Global Peace Index. Diplomatic neutrality and low crime rates make it particularly attractive for families.

Is Oman moving toward personal income tax?

A draft Personal Income Tax law targeting very high earners (annual income above USD 100k) has been discussed and remains under legislative review as of 2026. Most residents currently pay no income tax.
