Overview

Italy issues residence permits to ~250,000 non-EU nationals per year, split between the quota-driven Decreto Flussi (general workers), the Digital Nomad Visa launched in April 2024, the Elective Residence visa for passive-income retirees, and the EU Blue Card. Italy is also globally unique for jure sanguinis citizenship — passed down with no generational limit from an Italian ancestor.

How the immigration system works

The Ministry of the Interior, the Sportello Unico per l'Immigrazione (SUI) at each Prefettura, and the Questura process applications, with consulates handling overseas visas. Work routes are quota-restricted: each spring, the Decreto Flussi opens 'click days' for seasonal, non-seasonal and self-employed slots. Outside quotas, EU Blue Card, Digital Nomad, Investor and Elective Residence visas are quota-free.
